Sibelius update.

The Sibelius helpdesk has determined 1) that I'm not hallucinating the behavior my program is showing and 2) that they can't reproduce it. In the most recent correspondence, they asked if I could export a MIDI correctly, which I can. I think they're looking for a workaround now.
